Can characters have multiple ethnicities?
Absolutely. “Mixed Heritage” is included, and you can spin multiple times for characters with complex backgrounds.
Is this appropriate to use?

Why isn’t every country included?
We’ve included major ethnic groups representing all continents. The wheel would be unusable with 200+ entries. These selections cover broad global diversity.
